Home
Is Tourist Agent a government website?
No. It is an independent guide. It links to the official register of travel businesses and the guide database run by the Vietnam National Authority of Tourism so you can check companies yourself.
Can you tell me which travel company to use?
No. The guide does not recommend, list or rate companies. It explains how to check any company you are considering, using official sources.
Does a licence mean a company is good?
It means the company met the legal conditions when the licence was issued and has not been listed as revoked. It says nothing about service quality or safety standards, which you still need to judge.
How current is the information?
Each section that can change shows a "last checked" date. This edition was checked on 26 October 2026. If something has changed, the contact page explains how to tell us.

Check a licence
Is the register available in English?
Yes. The register has an English version with a tour operator search by name, licence number, province and scope of operation. Some entries have no English name, so try the Vietnamese name as well.
Does a hotel tour desk need a travel licence?
Not if it acts as a travel agent selling a licensed company's programme under a written agency contract. Your travel contract is then with the licensed company, and the agent's name and address should appear on it.
Can a company with only a domestic licence run my tour?
The law ties the domestic licence to domestic tourists and the international licence to visitors arriving from abroad. For an inbound tour, look for an international licence holder.
The licence number on a website is real but belongs to a different company. What does that mean?
It is a common sign of a copied website. Contact the company named on the register through the website or email shown there, and do not pay the site that used its number.

Agents and operators
Is it safer to book with the operator directly than through an agent?
Not necessarily. The contract is with the licensed operator either way. What matters is that you know the operator's name, have checked its licence and hold a contract that names both parties.
Do agents in Vietnam need a travel licence?
No. A travel agent needs business registration and a written agency contract with a licensed company. The licence belongs to the company whose programme the agent sells.
My tour was booked through a website abroad. Who do I complain to?
Start with the platform you paid, under its terms, and tell the local operator about the problem on the day. If the local operator broke Vietnamese rules, the provincial tourism department where it happened is the official channel.
Can a foreign-owned company run my tour in Vietnam?
Yes, for inbound visitors. A company with foreign investment can hold an international licence limited to serving visitors arriving in Vietnam.

Red flags
Is a verification tick on a social page proof that a seller is real?
No. A June 2025 report described impersonators buying old verified pages, renaming them and keeping the tick. Check the company on the official register instead.
The seller sent me a photo of their business licence. Is that enough?
A photo can be copied from the real company. Search the licence number on the register yourself and contact the company through the details shown there.
Why would a real company ask for payment to a personal account?
Some small businesses do, but it removes the link between the contract and the money. Ask for a company account or card payment, and if that is refused, consider a different seller.
Where can I report a fake tour website in Vietnam?
Report fraud to the police and keep the report. Tell the provincial tourism department and the company whose name was used. The complaint page lists the official channels.

Contract and confirmation
Does a travel contract in Vietnam have to be on paper?
It has to be in writing. An email or a signed document that contains the required items meets that purpose; a phone call or a chat message on its own does not.
The company only sent an itinerary and a price. Is that a contract?
It covers part of what the law requires. Ask for the payment terms, cancellation table, force majeure clause and insurance details in writing before you pay.
Who decides what counts as force majeure?
The contract, read with the Civil Code. Because the general definition is broad, ask for the events and the consequences to be spelled out in your contract.
Can a guide change the itinerary on the day?
In an emergency or force majeure, yes. Otherwise the programme in the contract is what you paid for, and changes should be agreed with you.

Refunds
Is a deposit refundable if I cancel early?
Only as far as the contract says. Look for the cancellation table and the list of non-refundable supplier costs before you pay.
Can I get a chargeback if I paid by bank transfer?
No. Chargebacks apply to card payments. For a transfer, ask your bank about a recall as quickly as possible and report fraud to the police.
Does the operator's bank deposit protect my payment?
We could not confirm a procedure for travellers to claim from it. Rely on your contract, your card and your insurance instead.
The tour went ahead but the hotel was not the one in the contract. Can I claim?
You can ask for the difference in writing, using the contract description and evidence from the trip. Raise it with the guide and the company at the time, not only afterwards.

Insurance
If the operator insures me, do I still need travel insurance?
Yes, in most cases. The operator's cover runs only during the programme and on its own terms. Your policy covers the rest of the trip and things like repatriation and cancellation.
Will my policy cover a motorbike tour?
Standard policies usually exclude mopeds and similar vehicles. Ask the insurer in writing, and check the licence and helmet conditions it sets.
Do I have to tell my insurer about a medical condition?
Yes. The UK guidance says not declaring existing conditions, pending treatment or tests may invalidate the policy.
What paperwork do I need after a theft on a tour?
A police report or statement, the receipts for what was lost, and a note from the guide or company. Report before you leave the country.
Read in full: Insurance.
Tour guides
Can I check a guide's card before the tour?
Yes. Ask the company for the guide's name and card number and search the national guide database. The record shows the photo, card type, language and expiry date.
Can a foreigner work as a licensed guide in Vietnam?
The conditions for a guide card begin with Vietnamese nationality and permanent residence, so foreign tour leaders usually travel alongside a licensed local guide.
Is an on-site guide enough for a day tour between two towns?
No. An on-site card is valid only inside its tourist area or site. A guide leading you between places needs an international or domestic card.
What should I do if my guide has no card?
Ask the company in writing why, and keep the answer. If the company is licensed, the provincial tourism department is the place to report it.

Complaints
Which office handles complaints about a tour company in Vietnam?
The provincial tourism department where the problem happened or where the company is registered handles tourist complaints and passes complex cases to the Vietnam National Authority of Tourism.
Can I complain in English?
Write in English if you need to, but a short Vietnamese summary at the start helps officials act faster. Attach the contract and evidence.
Will a complaint get my money back?
Authorities can act against breaches, but a refund usually comes from the company, a card dispute or a court. Use the complaint to support those routes, not instead of them.
Can my embassy deal with the company for me?
No. Consular staff can explain local procedures and help in emergencies, but they cannot investigate a complaint or act for you in a dispute.
Read in full: Complaints.
Private or group
Is a private tour safer than a group tour?
Not by itself. Safety depends on the company, the vehicle, the boat and the guide. The legal checks are the same for both formats.
What happens if my group tour does not reach the minimum number?
Whatever the contract says. Ask before booking whether you will get a refund, a new date or a surcharge, and by what date the company will confirm.
Can my group tour be run by a different company from the one I booked?
Combined departures exist. Ask the seller which licensed company operates the tour and make sure its name is on your contract.
How large are group tours?
It varies by company and programme. Ask for the maximum group size in writing; it is one of the clearest ways to compare two group tours.

Thailand
Does the Tourism Authority of Thailand license tour companies?
Its role is promotion. Tour business and guide licences are issued by a government tourism department under national law. Ask the company for its licence number and check it there.
Where do I complain about a consumer problem in Thailand?
The Office of the Consumer Protection Board is the government body for consumer complaints. For crime, contact the Tourist Police.
What should I check before a dive trip in Thailand?
The operator's credentials, equipment condition, oxygen on the boat, access to a hyperbaric chamber and your insurance conditions, as UK travel advice suggests.
Is it safe to take island boats in the monsoon?
UK advice links boat accidents to overloading, poor maintenance and rough seas, especially in the monsoon. Ask about passenger numbers and cancellation plans before you book.

Cambodia and Laos
Do tour guides in Cambodia need a licence?
UK travel advice says Cambodia has no licensing system for tour guides and suggests asking your hotel and checking reviews before hiring one.
Is it normal to leave a passport when renting a motorbike in Laos?
UK travel advice says not to, because some rental firms have kept passports and demanded high fees after arranging for bikes to be stolen or damaged.
My Vietnamese tour continues into Cambodia. Who is responsible there?
Ask the seller in writing which company runs the Cambodian leg and whether your contract and insurance cover it. Keep the answer with your contract.
Where do I report a crime in Laos?
UK advice points to the Tourist Police in Vientiane and notes that local police response can be limited, so ask your accommodation to help you report.

The guide does not name companies in its text, and there are no paid placements in the editorial pages. Advertising, where shown, is labelled and kept separate.
Why do some pages cite law firms or newspapers?
Where an official text is silent or could not be opened, we use a labelled secondary source so you can weigh it.
How do I report a mistake?
Use the form on the contact page. Say which page, what is wrong, and how you know.
